Job Duties:  Dynamic organization looking for experienced construction professionals eager to lead the industry in public construction projects.

Serves as project manager for the design and construction of capital improvements to public facilities on state-funded projects for state agencies, K-12 school districts and institutions of higher education. Conducts meetings with owners, architects, engineers, consultants, construction managers, design builders, contractors, subcontractors, state and local officials to provide direction and policy interpretation for assigned projects.

Assists owners in selecting appropriate project delivery methods (ie: multiple prime, general contracting, construction manager as advisor, construction manager at risk, design-build) for specific projects. Monitors, evaluates and manages performance of professional and construction services (ie: architectural, engineering, estimating, scheduling, constructability/compliance review, construction management, commissioning, forensic analysis). Reviews and approves design phase submissions for proper alignment of scope, quality, budget and schedule. Provides oversight and assistance in the preparation and receipt of public bids; reviews for recommendation of awards. Provides assistance in the identification of issues and resolution of claims. Applies knowledge on all design and construction related problems and troubleshoots to expedite completion and closeout of projects.

Supports contracting authority in the procurement of services through qualification based selection (QBS), best value selection (BVS), letterhead bidding & prequalification processes. Organizes and participates in development of requests for qualifications (RFQ) and request for proposals (RFP).  Leads pre-proposal meetings and participates in interviews. Negotiates professional design and construction services agreements & amendments. Negotiates guaranteed maximum price (GMP) proposals. Coordinates review of subcontractor prequalification criteria and prequalification list for owner approval. Reviews subcontractor bid tabs for recommendation of award by construction manager at risk and design-builder.

Reviews and recommends approval of fiscal drawdown schedules. Monitors progress of work by consultants/contractors (ie: architect/engineer, criteria architect/engineer, owner agent, consultants, construction manager as advisor, construction manager at risk, design-builder, general contractor, prime contractors) for the purpose of reviewing and approving consultant’s/contractor’s monthly payment applications or invoices. Reviews change order requests or amendments and verifies the availability of funds, accuracy of the proposed costs and impacts to the budget and schedule.

Provides training and assistance to participants and stakeholders at project meetings and commission events. Represents the commission at public meetings. Provides information, input and feedback on commission policies and procedures. Supports the organization in development and implementation of best practices and process improvements for the effective and efficient administration of capital improvement projects.

Minimum Qualifications: In order to be considered for this position you must meet ALL minimum qualifications.

4 years training in architecture, engineering, construction management or related field; AND 3 years experience in project management; AND 2 years experience in management of government/public construction projects; AND a bachelors degree in relevant field; or equivalent background and experience.
